Seaton Community

The Seaton community, and the specific policies that direct growth in this urban area, were originally developed through the Central Pickering Development Plan. The plan was approved by the province in 2006 and was a product of years of work to create a sustainable urban community, with an extensive natural heritage system.  The Seaton community is made up of over 7,000 acres of land, and over half will be preserved as open space lands. The Seaton community is planned to accommodate a population of approximately 61,000 residents, with a long-term intensification target of 70,000 residents.

Presently, two elementary school sites are approved in the south part of the Seaton community. The school sites are located on the south side of Taunton Road, east of Whites Road, and west of Peter Matthews Drive.

The Durham District School Board plans to open a new elementary school in September 2026. The school will be located at the northwest corner of Burkholder Drive and Azalea Avenue.

The Durham District Catholic School Board plans to open a new elementary school in September 2026. The school will be located on the north side of Hibiscus Drive between Sapphire Drive and Burkholder Drive. 

Several school sites are planned for the Seaton community.  New school construction is dependent on provincial funding to school boards, and the school boards set their priority for new school locations. As a result, students may have to attend an existing school outside of their immediate neighbourhood.

Seaton Recreation Complex & Library

The Seaton Recreation Complex & Library will serve the growing community of Seaton and surrounding areas. The new facility will be located at the southeast corner of the re-aligned Whitevale Road (future Alexander Knox) & Sideline 24 (future Burkholder Drive).

This facility is envisioned to include various program amenities including a 25-metre indoor pool with a separate warm-water leisure tank, fitness centre with a group fitness studio, gymnasium, two indoor ice pads, walking track, multi-purpose program rooms, and library branch with a full suite of services.  Construction is expected to begin in Spring 2026 and is anticipated to open in Fall 2028.

Pickering Heritage & Community Centre

The Pickering Heritage & Community Centre facility is located on the upper site of the Pickering Museum Village, located at Highway 7 and Greenwood Road. This facility will bring together a museum, library, and community centre under one roof.  Construction has begun with opening anticipated in 2026.

Dave Ryan Community Park

The future Dave Ryan Community Park will be located at the southeast corner of Mulberry Lane and Alexander Knox Road. The community park will include a full-size lit soccer pitch, lit ball diamond, tennis/pickleball courts, half-court basketball, large junior and senior playground, water play area, on-site parking lot, and a washroom/fieldhouse. Construction is scheduled to commence in early 2025 and will take approximately one year to construct. 

 

Parks and Trails within Pickering

At this time, the City is reviewing a proposal for a commercial plaza located on the south side of Taunton Road between Burkholder Drive and Peter Matthews Drive.  The applicant advises that the start of construction is anticipated Spring 2026. The exact tenants at this time are not known. However, it is anticipated that a variety of commercial uses will be provided, such as a grocery store, banks, and restaurants.

Another commercial plaza is planned at the southwest corner of Alexander Knox Road and Peter Matthews Drive. The proposed commercial plaza is planned to include a variety of commercial uses such as a grocery store, daycare centre, pharmacy, restaurants, and other commercial/service uses. The applicant anticipates the start of construction in 2026.

Several other commercial plazas are planned for the Seaton Community. The timing of commercial construction is dependent on retail market conditions, population growth and the demand for services.

Providing opportunities for residents to work close to home is a key component of ensuring the sustainability of both the Seaton Community, and the City of Pickering as a whole. Our goal is to attract investment in a wide variety of industrial, commercial and retailing businesses throughout Seaton.

Seaton supports a balance of residential and employment growth, with the objective of providing up to 35,000 jobs when fully built out. The majority of job creation will occur within a prestige employment area, the "Innovation Corridor", located along Highway 7/407. There will also be 'population-serving' jobs throughout the community, including personal service, office and retail employment.

Transportation infrastructure has been enhanced to support new business growth. Highway 407 spans the breadth of the City of Pickering and Durham Region, connecting directly through to Highway 412 & 418.  Wherever your destination, full interchanges at Brock Road, Whites Road, and Peter Matthews Drive (planned) make the movement of goods and people quick and easy. The Province of Ontario has also announced the widening of Highway 7.
