Community Safety and Well-Being (CSWB) Plan

This plan is a guide to growing the community in a manner that supports individual safety and builds on the sense of community found throughout Pickering. The plan addresses needs, identified by municipal staff, stakeholders, and residents, that currently exist and is adaptable to address new concerns as they arise.

Timeline

The CSWB Advisor position was filled in 2023 as the Community Safety and Well-Being Advisor. Council endorsed the City of Pickering’s application to become a member of the Canadian Municipal Network on Crime Prevention as per Resolution #623/21.

January 2023 

At the Council Meeting of January 23, City Council passed Resolution #59/23 and directed staff to review the creation of a Community Safety and Well-Being Advisory Committee (CSWBAC) made up of a cross section of community representation including Neighbourhood Watch and Road Watch groups to advise on local community needs and suggested best practices; and that the group be responsible for the creation of a Homelessness Task Force that will work in co-ordination with Durham Region to look at how best to address the needs of the homeless population to include services for mental health, substance abuse, and the creation of transitional/supportive housing in Pickering.

March 2023

At the council meeting on March 27, City Council passed Resolutions #127/23, #128/23 to establish the Community Safety and Well-Being Advisory Committee and approve the Terms of Reference for the committee.

May 2023

At the Council Meeting on May 23, City Council received Corr. 22-23 from Danielle Manton, City Clerk, City of Cambridge, dated May 10, 2023, regarding Highway Traffic Act Amendments. Correspondence was referred to the Community Safety and Well-Being Advisory Committee for review and council directed that the Community Safety and Well-Being Advisory committee report back to Council in Q4 of 2023 as per Resolution 195/23. This has been added to the Community Safety and Well-Being Advisory Agenda for consideration at the November 9, 2023 meeting.

June 2023

At the Council Meeting on June 26, 2023, City Council directed staff to integrate Intimate Partner Violence into the City’s Community Safety and Well-Being Plan, as per recommendation #10 of the Renfrew County Inquest, as per Resolution #235/23. This is reflected in the Draft Plan under Priority 2.6 in the Action Plan.

September 2022

In September 2022, through Report CS 19-22, staff provided Council with an update on Community Safety and Well-Being. Resolution #982/22 acknowledged receipt of the report for information.

As per Resolution #426/20, at the Council meeting held on September 14, 2020, Council directed staff to continue work on the Pickering Community Safety and Well-Being Plan.
