City Staff to Resume Participation in Council and Committee Meetings
Pickering, ON, March 28, 2025 – City staff will resume their participation in Council and Standing Committee meetings beginning with the Executive Committee Meeting on April 7, 2025. This decision follows the implementation of key measures through amendments to the Procedure By-law, passed at the March 24th Council meeting, intended to ensure a safe, respectful, and collaborative environment for staff and all participants.
Staff attendance was suspended for the Executive Committee and Planning & Development Committee meetings on March 3, 2025, and the City Council meeting on March 24, 2025, due to escalating disrespectful behaviours directed at them during official proceedings.
In response, Mayor Kevin Ashe, supported by the majority of Members of Council, implemented procedural changes to enhance decorum and promote a more productive atmosphere. These include appointing Chairs and Vice-Chairs for the City’s two Standing Committees and redefining the Planning & Development Committee’s role under the Planning Act.
“Staff are eager to return to meetings with confidence, knowing that measures are in place to ensure proceedings are both respectful and collaborative,” said Marisa Carpino, Chief Administrative Officer.
“Protecting staff and addressing their concerns has been a top priority for me and the majority of my Council Colleagues,” said Mayor Kevin Ashe. “These meaningful changes not only resolve immediate challenges, but also establish a stronger framework for more collaborative and effective governance moving forward.”
The City of Pickering is committed to decorum as a cornerstone of governance, fostering professionalism, civility, and respect. By upholding these principles, the City ensures Council and Committee meetings are conducted with integrity and purpose, creating a positive environment where Members, staff, and the public feel welcomed, valued, empowered, and engaged.
