Consolidated Zoning By-law Review

The City-wide By-law 8149/24 is now in force, effective as of December 16, 2024

A Zoning By-law controls the use of land in your community. The zoning for a specific property can tell you exactly:

  • how the land may be used
  • the types of buildings and structures that are permitted
  • where buildings and other structures can be located
  • the minimum required dimensions and setbacks for buildings and structures
  • parking requirements
  • building heights
  • and much more

The City of Pickering is regulated by six parent Zoning By-laws 2511, 2520, 3036, 3037, 7364/14 and 7553/17.

Aside for the Seaton Urban Area (By-law 7364/14) and City Centre (By-law 7553/17) Zoning By-laws, the other by-laws are outdated and do not reflect current policies and trends. It is the City’s intention that through this review, the older by-laws will be updated to reflect Pickering’s Official Plan, current development trends, and simplify the processing of building permits and development applications.

  • Phase 1 (February 2020 - March 2021) Released discussion papers, held multiple open houses to present the findings of the discussion papers and obtained feedback from the community.
  • Phase 2 (June 2022 - Spring 2024) Finalize additional provisions, review and integrate comments, streamline exceptions, and further consolidation of zones for Draft #2 CZBL.
  • Phase 3 (Summer 2024) Release of Draft #3 CZBL with a report to Planning & Development Committee. Draft #3 will include all provisions and consolidated exceptions. Prior to the meeting, a summary of the City’s response to comments on Drafts 1 & 2 will be posted.

The project is complete and CZBL 8149/24 is now in force and effective December 16, 2024.

Phase 1 Electronic Council Meeting

The City of Pickering is concluding Phase 1 of the Zoning By-law Review, as such staff have prepared a report to Council presenting the key findings and recommendations from the eight Discussion Papers completed within Phase 1 and comments received from the public and stakeholders. In addition, the City’s consultant, WSP, will present an overview of the Discussion Papers. The meeting was held on March 22, 2021 at 7:00 pm.
