What is a Recreation & Parks Ten Year Plan?
The Recreation & Parks Ten Year Plan is a long-range planning study for the City of Pickering’s recreation, parks, arts & culture facilities, programs and services. The Plan provides direction and guidance on how best to manage current needs and identifies service improvements and future infrastructure needs to support our growing community. The City of Pickering is committed to providing safe, accessible, and community-responsive services and facilities that appeal to a wide range of diverse interests and abilities.
The City of Pickering is expected to experience unprecedented growth over the planning period of this study (2024-2034), increasing by 45% to reach approximately 149,000 persons. This includes the new Seaton community that will be built over the next ten years, bringing many new residents to our community. Timely short and long-range planning is critical to ensuring that the city responds to this growth efficiently and continues to deliver valuable municipal services in a fiscally responsible manner.
The RP Ten Year Plan
The development of the Plan involved extensive community consultation and input. The city would like to extend thanks to all residents, user groups and stakeholders that took the time to provide their valuable feedback throughout various stages of engagement. City of Pickering Council adopted the 2024 Recreation & Parks Ten Year Plan with Executive Summary on September 23, 2024 (as per Council Resolution #575/24).
Arena Strategy
As a companion document to the Recreation & Parks Ten Year Plan, the City of Pickering also conducted an Arena Strategy to ensure that the city is planning well to support arena facility needs. This study included a thorough review of our existing ice infrastructure to ensure that arena facilities meet the demands of our ice user community. As an outcome of the strategy, a new double pad, regulation size arena facility is being planned for the new Seaton Recreation Complex & Library that is scheduled to open in 2029. Council adopted the Arena Strategy with Executive Summary on April 2, 2024 (as per Council Resolution #514/24).

Facility Highlights
The City of Pickering owns and operates a number of Recreation & Community Centres in the community, including the Chestnut Hill Development Recreation Complex and Arena Facility, George Ashe Community Centre, East Shore Community Centre, Don Beer Arena and the Pickering Museum Village. Additionally, new facilities are being planned to support our continued growth including a new Youth & Seniors Centre and Library facility adjacent to City Hall in downtown Pickering, a new multi-faceted Community Centre for the Seaton Community and a new Pickering Heritage Centre.
To compliment this infrastructure, the City manages a large number of parks and active outdoor sport and leisure facilities for the enjoyment of year-around outdoor activities. This includes over 85 parks and green spaces, including a beautiful waterfront, spray pads, skateboard parks, playgrounds, tennis and pickleball courts, ball diamonds and soccer fields, cricket fields, beach volleyball, off-leash dog parks, lawn bowling greens, community gardens, an interconnected trail system and much more.
