Revised Proposal
The applicant has submitted revised materials in support of the applications, to address comments raised through the public consultation process and first submission technical review by internal City Departments and external public agencies, which are available below.
The revised conceptual site plan envisions ten apartment towers with heights ranging from 14 to 42 storeys. The previous townhouse blocks have been removed from the proposal. The revised proposal increases the proposed unit count from 2884 to 3460 units. The revised conceptual site plan includes 2,468 square metres of retail space and 3,430 square metres of office space. The plan includes one consolidated park, a new public or private road connecting to Kingston Road in addition to a private road network with an additional connection to Kingston Road, and a gateway plaza.
The purpose of the proposed Official Plan Amendment has been revised to add a site-specific exception for the subject lands to increase the maximum permitted residential density to 700 units per net hectare, and to increase the maximum permitted Floor Space Index (FSI) to 5.2.
Original Proposal
Director Industrial Holdings Limited (Sorbara Group) has submitted applications for an Official Plan Amendment and Zoning By-law Amendment to facilitate the development of a mixed-use high-density development to be developed in phases containing a broad mix of uses including residential, office and retail. The submitted conceptual site plan envisions eight apartment towers with heights ranging from 18 to 42 storeys and 4 blocks of 4-storey stacked townhouses. The proposal includes approximately 2,884 new residential units, approximately 2,232 square metres of commercial/retail space and 4,448 square metres of office space. The plan also includes three parks, a gateway plaza, and a network of private condominium roads with two accesses onto Kingston Road.
The purpose of the proposed Official Plan Amendment is to add a site-specific exception for the subject lands to increase the maximum permitted residential density to 500 units per net hectare, and to increase the maximum permitted Floor Space Index (FSI) to 5.0. The purpose of the Zoning By-law Amendment is to change the existing zoning to an appropriate site-specific zone category to permit the proposed uses.
These lands are located within the Council endorsed Kingston Road Corridor and Specialty Retailing Node Intensification Plan Area.
